Independent Living Home Move-Out and Room Turnover Checklist
How to run a fair resident move-out and bed turnover in an independent living home or shared housing: initial inspection, keys, cleaning, 21-day deposit accounting and re-listing the bed.

How a resident leaves an independent living home matters just as much as how they move in. A clear move-out and room turnover checklist prevents deposit disputes, keeps the remaining housemates comfortable, and gets the bed clean and ready for the next person without cutting corners.
A note on scope. An independent living home, also called shared housing, rents rooms or beds to adults who live on their own, with no care. In California, many, if not most, such homes do not need a state license. Move-out in shared housing is a housing step — keys, room condition, forwarding address and deposit accounting — not a clinical discharge.
What are the five stages of a move-out and bed turnover?
Run every move-out in the same order and date each step. When the checklist is the same for every bed, nothing is forgotten between one resident leaving and the next inquiry arriving.
1. Notice and initial inspection offer
What to complete: Confirm the move-out date in writing, notify the resident of their right to an initial inspection, and collect a forwarding address
2. Move-out walk-through and keys
What to complete: Walk the room against the dated move-in record, take dated photos, collect all keys and tags, and reassign the resident's common-area chore
3. Room reset and habitability check
What to complete: Sanitize the bed frame and mattress protector, launder or replace linens, wipe dresser and closet, and verify locks, lights, outlets, plumbing and heat
4. Ledger close-out and 21-day deposit return
What to complete: Close the resident's rent ledger, prepare the itemized deposit statement with any required receipts, and return the balance within 21 calendar days
5. Bed board update
What to complete: Mark the bed open on your bed board and let active referral partners know the room is ready
How does the pre-move-out initial inspection work in California?
Under California Civil Code Section 1950.5, within a reasonable time after either party gives notice to end a tenancy, a housing provider must notify the resident in writing of their option to request an initial inspection and their right to be present.
If the resident asks for that inspection, you hold it at a reasonable time in the two weeks before the move-out date, after giving at least 48 hours' prior written notice (unless both sides sign a written waiver). At the inspection, you give the resident an itemized list of any cleaning or damage beyond ordinary wear and tear so they have a fair chance to fix it before they hand back the keys. Any entry into the room before move-out must also follow California Civil Code Section 1954 on written notice and normal hours.

What belongs on the physical room and bed reset checklist?
In shared housing, a bed turnover happens inside a home where other residents are already living. Keep the reset quiet, thorough and predictable so the house stays calm and the incoming resident steps into a space that feels brand new.
Bed, storage and shared-space reset
- Strip the bed, inspect the mattress and frame, and put on a fresh washable mattress protector, clean sheets, pillowcase, blanket and towels.
- Empty and wipe out all dresser drawers, the nightstand, the closet shelf and hangers, and the resident's labeled kitchen cabinet and fridge bin.
- Reassign the outgoing resident's permanent common-area chore from our house rules and daily chore checklist until the bed is filled.
- Check keys and door locks so only current residents have access.
Habitability check before the next move-in
Use the turnover between residents to check basic building standards. Under California Civil Code Section 1941.1, a habitable residential dwelling requires intact weatherproofing and windows, working plumbing with hot and cold running water, safe heating and electrical lighting, clean grounds and receptacles, and sound floors, stairways and railings. Fixing a loose window latch, dripping faucet or worn outlet plate while the bed is empty is much easier than after the next resident moves in.
How do you handle the 21-day deposit statement and records?
Under California Civil Code Section 1950.5, you have no more than 21 calendar days after the resident vacates to send an itemized statement showing the original deposit amount, any lawful deductions, and the remaining balance.
- Only deduct for unpaid rent, damage beyond ordinary wear and tear, or cleaning needed to return the space to its move-in condition.
- Never charge a flat routine turnover fee for ordinary wear and tear between tenancies.
- Keep the move-in photos, move-out photos, itemized statement and repair receipts together in your records, as the IRS requires small businesses to keep records supporting reported income and expenses.
If you want a simple way to reconcile the final balance before sending the statement, see our guide on building a rent ledger and our resident intake and move-in checklist.
How do you turn the bed on your board and fill it faster?
Every day a clean bed sits unannounced is a day of lost rent. As soon as the room reset is complete, mark the bed open on your bed board and let your referral contacts know the exact room type and monthly rate that is ready.
Royalty Group Homes keeps your live bed board, move-in and move-out dates, resident rent ledger and referral partner list in one place. Your first house is free with every feature; two or three houses are $99 a month, and four or more are $199 a month.
Frequently asked questions
What should a move-out and room turnover checklist include for an independent living home?
Cover five steps: written notice of the resident's right to an initial inspection before move-out, the move-out walk-through with dated photos and key return, a full room and mattress reset with habitability checks, the 21-day itemized deposit statement, and updating the bed board so referral partners know the bed is open.
Do I have to offer an inspection before a resident moves out in California?
Yes. Under California Civil Code 1950.5, within a reasonable time after either party gives notice to end the tenancy, you must notify the resident in writing of their right to request an initial inspection and to be present. If requested, the inspection takes place in the two weeks before move-out after at least 48 hours' prior written notice, and you leave an itemized list of any cleaning or repairs the resident can fix before moving out.
What can I deduct from a security deposit after move-out?
Under California Civil Code 1950.5, deductions are limited to unpaid rent, repairing damage beyond ordinary wear and tear, cleaning needed to return the space to the level of cleanliness it had at move-in, and restoring or replacing items if the agreement allows it. You cannot charge for preexisting damage or ordinary wear and tear.
How quickly must I return a resident's security deposit in California?
No later than 21 calendar days after the resident vacates, you must provide an itemized statement showing how the deposit was applied and return any remaining balance, along with required receipts and photos.
Does helping a resident move out involve care or medical discharge?
No. In an independent living home or shared housing, move-out is a housing transition, not a clinical discharge. Keep your process focused on keys, room condition, forwarding address and the rent ledger.
